The RYSS school board approved, at its July 2016 board meeting, the mission statement, beliefs, and goals for Multilingual Education. They are as follows:

In addition to the bilingual education program, the ESL program is offered to those elementary students with a home language other than Spanish. All secondary schools in RYSS are required to offer ESL/Sheltered English and Sheltered Content programs for their ELL students in post-elementary grades through secondary grades.

Offering any program other than that required by state law should be considered temporary and must adhere to the requirements under rules for exceptions/waivers, as outlined in the Bilingual/ESL guidelines (see Forms and Documents section of this website).

ELPS RESOURCE SITE

The English Language Proficiency Standards (ELPS), as required by 19 Texas Administrative Code, Chapter 74, Subchapter A, §74.4, outline English language proficiency level descriptors and student expectations for English language learners (ELLs). School districts are required to implement ELPS as an integral part of each subject in the required curriculum.
